D- out because the new managers may also not have control over the external events.

You have to find a reason why the current manager can't terminate the project. Maybe he/she really, really...really liked the project.

A doesn't do that. It just shows that the project MIGHT have failed because the original manager didn't see certain problems. That isn't a reason to bring in a new manager.
