We'll first factor 28 into its components.
This is a Precise approach.

28 = 7*4 = 7*2*2.
So, our two numbers can be (1,28), (2,14), (4,7).
Then the possible differences are 27, 12 or 3.

We are asked to determine the difference between 2 positive integers whose product is 28.

Note: 2 integers whose product is 28*****

28*1 = 28
2*14 = 28
4*7 = 28

(7-4) = 3, which is option B.
