I'm going with A...as most people still think others will get off the road to take the highway so that they will experience less traffic...which means most people will not use the commuter rail themselves, which means roads will still be congested

Yup its A A "implies" that even after construction of railway most commuters will prefer to travel by road as they expect less congestion on road.
