In options C,D and E , there is a redundancy.
And.. too, and ... As well, and also are wrong.
Making handguns is the most popular type of home security for both women and men. Option B conveys the same meaning by maintaining parallelism.
Error in option A is:- "making handguns" as well as "men" are most popular type of home security for women. This can be a interpretation. So meaning is not clear.

A. as well as men
B. as well as for men
C. and men too
D. and men as well
E. and also men

OFFICIAL EXPLANATION:

B

This sentence contains a comparison that’s not parallel. The correct construction is for women as well as for men.

(A) No. This is not parallel. Handguns are the most popular for women, and so they should be the most popular for men, too.

(B) Yes. This sentence contains the correct idiom as well as and uses parallel construction to compare how popular handguns are for women and for men.

(C) No. This choice is not parallel, and and … too is redundant.

(D) No. This is not parallel. Also, and … as well is redundant.

(E) No. This is not parallel, and and also is redundant.
