While Governor Verdant has been in office, the state's budget has increased by an average of 6 percent each year. While the previous governor was in office, the state's budget increased by an average of 11.5 percent each year. Obviously, the austere budgets during Governor Verdant's term have caused the slowdown in the growth in state spending.

Which of the following, if true, would most seriously weaken the conclusion drawn above?

The rate of inflation in the state averaged 10 percent each year during the previous governor's term in office and 3 percent each year during Verdant's term.

in weakening arguments negation should always support the conclusion.

lets negate C
In each year of Verdant's term in office, the state's budget has not shown increase in spending over the previous year--->not showing increase need not essentially means that it decreased. It is quite possible that it remained constant. Either possibility will cause a slowdown in the growth in state spending. Therefore we can conclude that Governor Verdant's term have caused the slowdown in the growth.

(A)During previous Governor's term the rate of inflation in the state averaged 10 % each year and budget increased by an average of 11.5 %, whereas during Verdant's term 3 % each year was the inflation rate and budget increased by 6%.--->this is supporting the conclusion

C is correct.

A is correct.. to weaken the conclusion we need to add different logic or counter argument.

Now from Premise we know that during Verdant's term growth was 6% and during Previous Governor's term growth was 11.5%, which gives a deficit of 5.5%

Now A says. Inflation has decreased during Verdant's term to 3% from 10%.. Giving 7% appreciation to the spending ( Inflation depreciates the Present value of Money) , Now 7% increase in value of money & 5.5 % dec in spending = 1.5% increase in value of spending.
That defies the Conclusion that "the austere budgets during Governor Verdant's term have caused the slowdown in the growth in state spending"

Now as you guys chose C.. lets check what C says..

In each year of Verdant's term in office, the state's budget has shown some increase in spending over the previous year.

This is a generalised statement which is true.. Spending has increased by 6% every year in Verdant's term.. But this statement does not weaken the conclusion.
More so, we know that growth in previous term was 11.5% so it may Strengthen then conclusion .

Indeed nailed it ! I have seen one more CR which follows the same pattern. C cannot be used to weaken the argument as there is no year-on-year data provided in the stimulus. We know from the premise that conclusion is using statistical data. We have to use solid data to weaken it. C is not more than wishful thinking.

A it is.

Because of the rate of inflation, the state spending in the past seems larger and thus the budget seems big. However, now the rate of inflation is smaller so the money spent by the citizen seems smaller but actually, it is not.
