The big issue with C is the word 'spending'.

This is simply the wrong tense for this situation. Correct would be 'spent'

Let me add to what James has missed

Both are wrong! C is wrong because, should be spending must be rephrased as should be spent, as has been pointed out.
But D is also wrong because of wrong modification. Whoever is preparing (here, our tour group) should be placed next to the Far East,. D suggests that a unanimous decision was preparing for the trip.
