This sentence just has a lot of words.
While some dieticians recommend [ABC], a high protein and low carbohydrate diet in order to lose weight, others [advocating?] [DEF] a high carbohydrate and low fat diet as the best method to shed pounds.

While some Xs recommend ABC, others [Xs] ______ DEF.

"Recommend" sets the verb tense. The sentence is a description of a general truth, for which simple present tense is appropriate.
No reason exists to change the verb tense for the other dietitians.

The verb in option B, advocate, is simple present tense and thus parallel to recommend.

advocating is not parallel to recommend......hence advocating must be substituted with advocate

Option B is the correct answer!
