I will go with E

In C, suggest ~ for decreasing is definitely wrong.

I am taking E.

While some propose to combat widespread illegal copying of computer programs by attempting to change people's attitudes toward pirating, others suggest reducing software prices to decrease the incentive for pirating, and still others are calling for the prosecution of those who copy software illegally.

- In A, "others by suggesting reducing" and "still others by calling" are awkward and not || with the first part of the sentence.
- In B, "by suggesting the reduction" and "still others call" are not || with the the first part of the sentence.
- In C, " suggest the reduction of software prices for decreasing" is not correct.
- In D, "still others by calling" is not ||

Will go with E.

The parallel structure would be

others suggest ....... and still other are calling.

Also in C....... for decreasing is definetly wrong

Bitten by C. E is the correct answer,

I searched the forum and found the best explanation:

While +
some + propose + noun/noun phrase,
+
others + suggest + noun/noun phrase

This is the parallelism in E.

one cannot suggest reduction of something
but
one can suggest reducing something

(E) is correct for proper v~ing parallelism.
