Yes, E looks good.

These comparison questions really throw me off.

We definetly need as... as

Wind resistance created by opening windows while driving results in a fuel penalty as great or greater than is incurred by using air conditioning.

(A) as great or greater than is incurred by using air conditioning
- OUT missing AS plus incorrect idiom as great or greater than
(B) that is as great or greater than is incurred using air conditioning
- Same as A
(C) as great as or greater than that of using air conditioning
- OUT a fuel penalty of using air conditioning
(D) at least as great as air conditioningâ€™s
- OUT air conditioning's fuel penalty
(E) at least as great as that incurred by using air conditioning
- That clearly refers to a fuel penalty and has a verb incurred.

yes the Answer has to be E indeed. I almost selected C, but E just seemed to gel in with the whole flow. Thank you again Ritesh for your explanation.

When u see choices with "as great or greater...", immediately think of redundancy. Phrase "as great or greater..." can and should be replaced by the concise phrase "at least as great as...". Now you are left with only D and E.

Therefore A&B are wrong.

In choice C, that is referring to fuel penalty. It is not a relative pronoun in this case but rather a restrictive word to describe the fuel penalty. We need a comparison rather than a restrictive clause.

D is wrong because it compares wind resistance to air conditionings'. It lacks a noun. It should compare the wind resistance fuel penalty incurred from the USAGE of air conditioning.

E is parallel and concise.
Wind resistance created by opening windows while driving results in a fuel penalty at least as great as that (fuel penalty) incurred by using air conditioning

Idiom: as great as

A-…as great as… - would be the complete conjunction.

B-Same as A.

C-….a penalty – noun….than using – verb; wrong comparison and not parallel. A noun and a verb cannot be connected by a conjunction.

D-…air conditioning’s what..? is not clear.

E-CORRECT.
