prohibit from is the correct idiom. C
but ban and prohibit looks ambiguous for me also.

I will go for D.

A, B and C are out for using redundant word "prohibit".
E distorts the meaning. Landfills cannot or can accept.

C uses the correct idiom and is therefore the correct answer.
