"Once thought to be limited to manufactured goods" must modify the consistency. the only option that correctly places it is option C.

a) Achieving consistency of quality and production in farm animals as once thought to be. As once thought to be' which is referring to the quality and consistency should be close to that phrase rather than limited to manufactured goods

b) achieving farm animals with a consistency of quality and production as were once thought of as-- we want to achieve consistency in farm animals and not farm animals themselves.

c) Achieving in farm animals a consistency of quality and production that was once thought to be correct

D) Achievement of farm animals whose consistency of quality and production are the same as what were once thought to be-- same error as in G

E) Achievement of farm animals at a consistency of quality and production once thought of as- same error as in B and D.

Isn't parallelism in "D" and "E" are correct with both "achievement" and "production" being nouns and in other potions violating the parallelism?

Option elimination - between A and C
(A) achieving a consistency of quality and production in farm animals as once thought to be - This conveys a weird meaning - what was once thought to be limited to manufactured goods - "a consistency of quality and production in farm animals.". How can "a consistency of quality and production in farm animals" be limited to manufactured goods? Ridiculous meaning.

(C) achieving in farm animals a consistency of quality and production that was once thought to be - here "that" clearly refers to "a consistency of quality and production."
