relative pronoun refers to immediately preceding word "communities"
hence... are looking...

its a metamorphical construct..in the same way we say..

"we hope the advent of new judicial system reforms the society."

I think it is 'B' as Cleveland is the only community that is looking for improvement as only it has a plan to develop shore land.

Please correct me if I am wrong. Also OA please.

I also go with C.

that represents gr8 lakes; it takes plural verbs. So A and B are ruled out. D is also ruled out because it has it. In E, looking at .... as a way doesnot sounds good and they can improve .... and attract, i think, are not parallel. So left with C.
