Its B...
As we are talking about Cleveland...it should be 'is' and the correct idiomatic usage for looking is 'looking at'.

ndidi could you explain you answer....

How does 'are' come into picture...do we have to use are for cummunities.
I dont have a good feeling abt this question....

Only C makes sense but All the answers suck big time.

one of + noun(mostly plural ) + plural verb

"Communities" is plural so A and B are out.
Out of C, D and E, D has verb problem. "are" is apropriate here.
Out of C and E only C has better construction than E.

It has to be 'is'
The subject of the sentence is Cleveland which is ofcourse singular. Even though communities is plural we are not talking about communities. We are talking about ONE of many communities. Since the subject is singular, we have to use 'is'. I would choose 'B' too. Whats the answer shubhangi?

Here communities is being modified, that is why plural verb.

My reasoning- same as kpadma..."that" .modifies communities.

2 examples which make it easier to appreciate

One of the boys IS sick.

One of the projects that ARE beneficial to society.
