With its plan to develop seven and a half acres of shore land, Cleveland is but one of a large number of communities on the Great Lakes that is looking to its waterfront as a way to improve the quality of urban life and attract new businesses.

(A) is looking to its waterfront as a way to improve the quality of urban life and attract
(B) is looking at its waterfront to improve the quality of urban life and attract
(C) are looking to their waterfronts to improve the quality of urban life and attract
(D) are looking to its waterfront as a way of improving the quality of urban life and attracting
(E) are looking at their waterfronts as a way they can improve the quality of urban life and attract

one of the 'subject' and it is large number of communities,which is plural. A nd B are removed along with D

Left with C and E,in C look to is better meaning than look at.Look to do something and look at something (just looking) are different.The sentence is intending to convey that the communities are looking to for some action to be taken. Therefore C is correct.

(A) is looking to its waterfront as a way to improve the quality of urban life and attract
(B) is looking at its waterfront to improve the quality of urban life and attract
(C) are looking to their waterfronts to improve the quality of urban life and attract correct
(D) are looking to its waterfront as a way of improving the quality of urban life and attracting
(E) are looking at their waterfronts as a way they can improve the quality of urban life and attract

So again, the subject here is a tricky- the actual subject is " a large number of communities"

To me, (C) has more meaning problems than (E).

seems to imply these cities are anticipating that the waterfront will do the work of improving the city, which assigns a nonsensical amount of agency to the river. On the other hand,

(E) are looking at their waterfronts as a way they can improve the quality of urban life


does contain that idiomatic error ("looking at") but makes more sense as it avoids the error above.

Seems like I'm thinking about this the wrong way potentially. Help?

Let me try to help you.

Both the usages are different on the basis of the implied meaning. As per the previous discussions, I am just reiterating which use is correct in which context,

Looking At : when you are looking at something physically
For Example, I am looking at the beautiful picture on the mobile phone.

Looking To : Trying to or Hoping to. For Example,
I am looking to improve my overall timing in GMAT. - Correct
I am looking at improving my overall timing in GMAT. - InCorrect

Hope that makes sense?

That works as a relative pronoun for communities, so plural verbs are required.

Hi Shivikaa, it isn't strictly about the usage of one, but about the usage of that.

....large number of communities on the Great Lakes that is/are looking to...

Whether the verb should be is or are, depends on what that is modifying. Here, that is modifying communities (plural) and hence, are is the correct verb.
