OA is (E)
However, as far as I know, "although" can only have a "clause" after it. How come this one has a "phrase" after "although"??

Since there is a contrast, we need to use although. D also sounded a possible option but I picked up E as it sounded better.

Despite having sounds good in all options..

e) is tempting as well but between D) and E) would choose D....

The subject here is "US citizens " and not "US". So it cant be D/B/A. Being is generally avoided if there is an alternative. So it should be E.
