With the exception of Frank and I, everyone in the class finished the assignment before the bell rang.

Me , him, her are object case pronoun;
I, he, she are subject case.
since Frank and I are written at the place of object.
Frank and Me is correct pronoun (Eliminate A and D)

since two time lines are depicted in the statement that students completed exam before bell rang, "past perfect" will be used = had + past participle (eliminate A, B and E)

A. Frank and I, everyone in the class finished

B. Frank and me, everyone in the class finished

C. Frank and me, everyone in the class had finished

D. Frank and I, everyone in the class had finished

E. Frank and me everyone in the class finished

C is the answer

I thought it was B.

My reasoning was that 'before the bell rang' already orders the actions ( 1) finishing the assignment 2) Bell rang). Hence the usage of 'had finished' is wordier than just 'finished'.

Wouldn't this be considered redundant?

Can you explain? Thank you!

I won't say you are wrong because we does have this rule to use simple past when before is there to depict time.
But no one ever said, that using had Verbed with Before word will make it redundant or incorrect.
Had is definitely the first choice to depict two past actions one before another, however if we didn't had a better option than 2nd.
we would had gone with 2nd statement.
But since we get a better choice.
why to compromise with less better?
