I would go with the following AC on this one:

D) the secret-service agents are generally able to convince people to help them in obtaining information that would otherwise not be easily

A & C distort the meaning, B & E use the wrong modifier "convince for" instead of "convince to"

Teams of two or more refer to secret service agents here and not people. That leaves B, D and E. Next convinced to is the correct idiom, which leaves D.
