IMO B

From statement 1
y is negative. y can have many negative values.
hence insufficient.

From statement 2
absolute value of y is less than 10.
so the minimum or smallest value y can take is -9
hence sufficient.

The ask: The smallest integer for Y.

Statement 1:
Y can be any negative number, the smallest would be an negative infinite which is not applicable in GMAT context.

Statement 2:
|y| <10 is sufficient. We can solve for the inequality as follows:

-10 < y < 10; therefore the smallest number (negative in this case) must be bigger than -10. That number is -9.

Answer: B

Statement 1: y = -ve
NOT SUFFICIENT

Statement 2: |y| < 10
i.e. -10 < y < 10
so smallest possible integer value of y = -9
SUFFICIENT

Answer: Option B

statement 1- insufficient sicne y can be any negative number
statement 2- -10<y< 10 so the smallest possible value of y that is an integer will be -9. Hence statement 2 is sufficient.
