Statement 1: y = -ve NOT SUFFICIENT

Statement 2: |y| < 10 i.e. -10 < y < 10 so smallest possible integer value of y = -9 SUFFICIENT

statement 1- insufficient sicne y can be any negative number statement 2- -10<y< 10 so the smallest possible value of y that is an integer will be -9. Hence statement 2 is sufficient.
