I was debating between A and E
IMO E is the best.
The second part of A starts abruptly.

I can see a problem with E. E would be very clear if shaped like egg beaters preceded electricity.

A is the answer--as generators of electricity modifies the noun phrase small, relatively inexpensive windmills

Moreover, E has modificaiton problem: generating electricity shaped like X.
