first aof all try to put the statement more simple and in your words:

Goverment want to make lower the price of something avoinding the export of the same----> if we have a great supply of something, then the price of the same is low because the offer is greater than demand. So, we will have more something (nuts or whatever you want to figure out) to work with in our plants, so we have more men at work. However in the end this will result in an higher unimployement rate since

A if we export less than before (as our statement says) we have less crops to plant, so in the end LESS money. so a bunch of people will move from rural lands into the city trying to obtain a work.

The other options are completely irrilevant.

if you do this work one time with CR almost the time the answer come up as soon as you read the options. increasing your proficiency.

One thing that i did not understand is why the government want to put the effort to reduce the employment in urban area.
