Your application won't be considered complete and ready for review until all of the required documents, including test scores, are received. However, a couple of suggestions:
*Most schools accept other tests beyond the TOEFL to fulfill that requirement (i.e.: IELTS, PTE, Duolingo) so maybe you can schedule an earlier test date with one of those.
*Double-check if you qualify for a waiver for a EFL test. Schools have different policies for waiving this (i.e.: if you received a degree or completed a certain amount of course work in an English-speaking curriculum; if you've worked in an English-speaking environment for a certain number of years, etc.). It may be worth asking your specific schools about this.
Lastly, regarding round two versus round three- you're right that you want to prioritize applying earlier, especially if you will require a student visa to attend (for that reason many programs require international students to apply by round 2). However, you also need to submit a completed application to be considered. Given that, and depending on how set your school list is at this point, you may want to consider a few options with later application deadlines.
