There are many industries in California vital to its economy, with technology being one of the most important.


I note that many of the absolute phrases come without "with", e.g.
The question still unanswered, ...
The train running late, ...
Her determination stronger then ever, ...

Why this one need the "with". Is there a partciular situation we need to add that?
