I have a political and legal theory background but I want to get an organizational behavior phd and study norms within legal (jurisprudential behavior), political and nonprofit institutions and teach business ethics.

My weak grad profile has made me consider going for an MBA to beef up my profile for applying to phdprograms? Is this a good strat? Otheriwse I feel I have no chance

I do not know anything about organizational behavior (I am a PhD applicant in another business discipline), but I think your profile looks okay for admission into a decent (though probably not top) program. I think most people would understand how competitive law school is, but going for an MBA or MS and doing very well should definitely help your profile a little. I suggested asking your question at http://www.urch.com/forums/phd-business/. There may be someone who is more knowledgeable about this than I am.
