Easy. The answer is C. Other choices draw conclusions that are not mentioned in the argument.

C on the other hand capitalizes on the word "modest renaissance", meaning that transnational cooperation is experiencing a modest upsurge. Only C addresses this phenomenon.

Agree with C.

renaissance means reappearing or new birth.

C is the only choice that can be inferred easily...
