Clearly (C) here. If the respondants are equally, or even more, interested in air pollution, then we can assume a 65-70% response rate.

I choose D here.
Only if you assume that the response rate of one questionnaire will accurately predict the next one's rate, will the argument hold good.
C was temtping too, but then it doesnt matter if people are interested in air pollution more than ocean dumping, even if they are it doesnt guaruntee that they will fill out the questionnaire, so how can you predict the response rate ?
hope I'm on the right track here..

I would go with D - it is a hard choice between C and D though, C looks correct because it discusses the link between the people who responded to ocean dumping and the new survey. However it seems a little out of scope. For example, if the 35% who didnt respoind the first time, responded the second time, you would need less of the people who were concerned about ocean dumping - thus C would not hold.
D stands no matter what - the group is assuming because they got a 65% response rate before, they can match that or better it based on those results.
Whats the OA?

look for "on the basis of these results".... this clearly states that author is assuming the results of one survey can be applied to another survey.

C is kind of extreme... I would pick it only if it said 70% ... because it says 65-70, then it doesn't make sense that people are more concerned about the air pollution, since 65% is still in the game, which means that people are just as much concerned about the ocean
D is the answer

People might not be even concerned about the topic matter. The survey could have been, "Should we give out surveys on ocean/air pollutions?" 60 percent of ppl respond sayin NO

Yes of course it must be D, because the questionaire will be sent to ALL the members, not just those interested in enviornmental pollution.
