my choice : A

Citizen group's figure will be unreliable if "analysis of number of spending bills" goes wrong.

this becomes true only if it does not depend on "spending of tax payer dollars"

Choice A correctly tells that and makes citizen's firgure unreliable.

Concur with A. "number of spending bills" will not tell how much taxpayers' dollars is actually spent.
