A for me too

It's between A and C (use of whether is correct)
A is gramatically correct and more precise than C

You need whether to define such relation, so (B) and (E) gone.
"as to" in D is unidiomatic.
"to carry and be forth" in (C) changes the meaning of the sentence which intend to say "X carried the tradition of Y" while (C) implies "X was successor of Y and he will carry on like this"

(A) is best.

Whether - used in situations where a choice is there
If - used in situations where a CONDITION is there. obviously, we need "whether" here. So, you can eliminate B and E right there.

You can see that D is clearly wrong... it reads .. 'OVER AS TO WHETHER'...IS TO BE

Between A and C, A is more direct about what the sentence intends to say. Also, C uses present participle "going" for something in the past...that is also incorrect.

IMO, A should be the correct answer
