B for me. IMO, "today" is redundant since "twenty years ago" already means "the improbements in economic theory and data gathering" are compared to those of today

The original sentence suffers from three problems. First, the verb "makes" does not agree with its subject "improvements". Second, "today" introduces a possible ambiguity, b/c its placement implies that the sentence is talking about data gathered on a particular day, in any event, today is superfluous. Third, the infinitive to forecast is not idiomatic. Only B corrects all three problems.
Kpadma, were is NOT incorrect.
Halle, D is incorrect, it doesnt solve all problems in the sentence.
B. Improvements in A & B have made possible more accurate forecasts than were possible 20 years ago.
D. Improvements in A & B today make possible more accurate forecasts than was possible 20 years ago.
D basically says that the improvements today make possible. So, improvements tomorrow might not make possible? The point is, Improvements HAVE MADE something POSSIBLE, period. Perhaps, you reasoning would work in other case, but in this one only B clearly wins. Also, I think that D would be a little stronger if "today" was removed.

I dont buy the argument that 'were' is not incorrect. Anyway, I dont waste time on it, as I can see it is not from ETS.

However, this is GMAT. Can you claim that all sentence correction on GMAT use perfect grammar? No, I don't believe you can. I can point to many examples in which the BEST answer is not necessarily the most grammatical. While your arguement can be VALID, and even supported, in case of GMAT, it may not always be true. B is best option, not the PERFECT, just best. In any case, if you still stand by D and the use of "was" prove that D is better than C!

In my opinion, ETS is far better than any testprep material regarding Syntax. I am not saying that D is the best answer. I would rather conclude that the question is not of ETS quality. Nor do I buy the standard logic--look for the best, not the perfect:-)
