The reason Frances Willard founded the Women’s Christian Temperance Union was because she believed that national prohibition of alcohol will empty the poorhouses, jails, and asylums of the United States.

My first choice is E, although I'm not sure what the problem could be with C.

I would pick E.

Whole sentence is in past tense so "would empty.." is correct and in line with past tense.

"The reason" makes it wordy and E eliminates it.

"the reason was..." is awkward, redundant... just throw it away.
