The elite schools are known for grade inflation: Harvard and Princeton come immediately to mind.
I don't know of any with deflation, but the service academies are famous for hard grading. UC Berkeley's engineering program also has a tough reputation.
There isn't a set scale to my knowledge, but the experienced admissions people do know that a 3.2 from West Point means a lot more than a 3.2 from Harvard College.
