which sentence is correct??

Historian argued that George Washington had wooden teeth.

Historian argued that George Washington had had wooden teeth.

Both should be fine:

Direct : Historian argued, "George Washington had wooden teeth". (Past Tense)
Indirect : Historian argued that George Washington had wooden teeth.

Direct : Historian argued, "George Washington has had wooden teeth". (Present Perfect Tense)
Indirect : Historian argued that George Washington had had wooden teeth.
