I took the test the other day and did not do as well as I would have liked. I scored a 650 (89% in Verbal and 63% in Quant). I plan on re-taking the test and ultimately need the +700 for my target schools. My only concern at this point is whether my current score of 650 will be detrimental to application regardless if I end up getting +700. I am especially concerned since my quant score is so miserable. I am sure this topic has been beaten to death in the past, however I wasn't able to locate any specific discussion on this using the search. Do the admissions offices look closely at previous scores or do they only take the highest one into consideration? Any thoughts, experiences or insight would be appreciated.

Don't worry about it. They'll see both scores, but your higher score is the only one they'll consider. Most are impressed by improvements (shows you know how to put forth an effort to overcome an obstacle), but they honestly get SO many applications, they don't think that deeply about something unless it's a big red flag. Going from 650 to 700+ wouldn't qualify as that. If anything, you might get asked in an interview how you accomplished such a big improvement, but people make large increases all the time and it's not a big deal. It's a positive, not a negative.
So...focus on your retest and getting your best score, and not what they might think of the increase. Otherwise you're needlessly pysching yourself out.
