It depends on the rest of the sentence.
For e.g
This is one of the cars that run on hydrogen.
Here "cars" is the subject, thus "run" not "runs".
One in thousand people is unemployed today.
Here, the rest of the sentence describes the "one individual" and thus, singular verb ("is").
He is among the one in thousand people who are unemployed
Here, rest of the sentence describes the "people" not the "one individual" thus, verb is plural ("are")
This is my understanding, I may be wrong.
Verbal geeks, plz. confirm.
