I will go with ‘C’.
I eliminated ‘A’ & ‘B’ because of the use of ‘that’. I don’t think ‘that’ needs to be used here. Because ‘that’ can be used if what follows ‘that’ is giving out more information about civic duty.
Between ‘C’, ‘D’ & ‘E’ – I think ‘C’ seems to be better.

right praveen, i am going to add my explanation for option B, i changed it from C.
A) needs "can be"
C)needs "that" to point out average citizens.
D) & E) incorrect tenses.

I was choosing between B and C, but I do not like "has been" because i feel that this changes the meaning. "that" in B does bother me a little bit, but i feel B is better.
