I agree that the question is definitely ambiguous. I suggest that it be rewritten to say:
If 5 dollars and 35 crowns is equivalent to 7 pounds, and 4 dollars and 4 pounds is equivalent to 56 crowns, 1 pound and 28 crowns is equivalent to how many dollars?

Write 5d + 35c = 7p and 4d + 4p = 56c . Solving this system for p , we get p = \frac{5}{3}d . Solving this system for c , we get c = \frac{4}{21}d . 1 pound and 28 crowns = \frac{5}{3}d + 28*\frac{4}{21}d = 7d .
The correct answer is A.
The question should be rewritten as the text is ambiguous. It could either mean that:
1) 35 crowns are equivalent to 7 pounds; 4 dollars and 4 pounds are equivalent to 56, or
2) 5 dollars and 35 crowns are equivalent to 7 pounds and 4 dollars; 4 pounds are equivalent to 56 crowns
