Adcoms are very familiar with the GPA conversion, and do indeed look at class rank. You actually have a rather ideal profile for MSF programs, since they highly value good scores on the GMAT and high class rank. Even more than MBA programs, because of the academic tradition of MS programs, you would be well suited to impress these schools in your application. Not sure if you'd want to put the time in, but if I were you, with those qualifications, I would consider a PhD/MS program, where you could take 2-3 extra years and come out with the MS and the Doctor's degree. The upshot is, if you are accepted to a top school for the PhD, you will get paid an annual stipend instead of having to pay tuition. Recognizing you have a clear vision for what you want to do in your career, this may not be attractive, but certainly an option.
