The problem with A is a parallelism issue. Instead of "on both x and y", option A says "on both x and on y"

Because is always a better construct than in that.Here THAT incorrectly refers to yields.Again COULD represents unpredictable i.e,not sure ,here we are making a decision in present tense based on a fact ,could cannot be used with facts.IS able to is better than COULD

Hence C is apt
