In my opinion it is a digit, which cannot be divided by 11

Yes, the question asks which one of the followings is the sum of M and N EXCEPT...

M=ab, N=ba
M+N = (10a+b) +(10b+a)=11(a+b)
Just use POE to eliminate any choice that is divisible by 11
