guys, this may be a dumb question, but as far as prof rec deadlines...is it due BEFORE the stated date, or are submissions ON the stated date also acceptable?

they all have a specific time. Usually 5pm of whatever time zone the school is in.

On the other hand, most schools are very flexible on the recs portion of the app. They allow up to a week or more for those to be completed, after the app deadline.
