Even if your GPA is under average, you should try to balance your application by emphasizing other good points, like the degree you earned, the experience, and the good gmat score.
My advice would be to apply to all schools that you really want, wether you think you have a chance or no... who knows maybe a surprise :p

You ask very difficult questions. You use the term 'love' when it comes to the government job. That indicates to me that while perhaps consulting pays well and is interesting, you would prefer a different job. You really should do more introspection on what your passion is, and what will make you happiest in life: is the money/happiness tradeoff worth it? In my current class at Kellogg, I personally don't know anybody who worked in the government (unless you include education). I suspect that your background in consulting/accounting will be enough to allay any fears about a government background. In fact, having government experience could add to your diversity story. The big question is why your jobs last such a short time. I would recommend that you stick with your job for a longer period of time before you apply.
