It's the combination of the two. if one is low, schools tend to look for evidence elsewhere of academic ability. When both are low, they're left wondering if you can handle a rigorous graduate program.

Georgia Tech is certainly the schools where you are closest to being competitive. A higher GMAT score would help you, but will not guarantee acceptance. But you should also inform the school of circumstances that may have contributed to those low grades and also show that those circumstances no longer are a factor.
