Not that I know of. I guess those places may exist but given that it takes a while to get a PhD (usually 5+ years), I guess schools might argue that you should be able to wait a couple of months to get a regular (Fall) admit.
The more intelligence response might be that while there is no spring admission cycle per se, you _might_ be able to register for a couple of courses in order to get a head start and perhaps at least partial credit when you actually become part of the PhD program. I have no clue as to how prevalent this is.
