The solution to the problem assumes the sides given are the LEGS of the triangle, not the hypotenuse. Use Pythagorean Theorem to solve for the hypotenuse, c:

$$9^2 + 10^2 = c^2$$
c = $$\sqrt{181}$$

Perimeter = 9 + 10 + sqrt(181)
