(c) ...is one of the large number of communities *that*.... 'that' sets a restrictive modifier, i.e. the underlined part must begin with 'are' . So we are down to c, d and e, but other than (c) other two have other subject very agreements introduced.

This is bull shit. I thought it was B too. It should be B according to Manhattan SC. "One of the last communities" should be singular. Isn't it ??

A list of marbles that is ..... or A list of marbles that are .....
if we are not taking into account meaning.

"C" should be the answer. "A" is wordy for it's usage of " as a way for it to improve!" and also communities is plural and requires the plural form of the "to be " verb, which should be "are" and not "is".
