D for sure
B's form "appears that it interferes" is wordier than "appears to interfere"
and of course, idiom is "not only X... but also Y"

D for Sure
B would be correct if it was "it not only hastens ... but also appears to interfere ..."
E uses passive v after not only and active v after but also ... not parallel
