I was asked to provide an official copy of a transcript of an exchange program or provide a copy that is verified by the institution itself or a governmental institution.
Unfortunately, I cannot order an official copy now and also I also cannot verify it by the institution. So, the only option available is to get it verified by a governmental institution.
My question is: what is a governmental institution that verifies transcript? Would a public notary work in this case?

Thank you so much in advance. It's best that you check with the respective admissions offices to be sure. Public notary should be fine though. I tried asking them but they always reply with the template which states what I have stated above. Thank you so much for replying. You guys are really very helpful.
