Your MBA Game Plan</i> mainly on U.S. schools since we don't know European or Asian schools nearly as well. So, I can't specifically address the European one-year programs.
But more generally, in the U.S., I think that one-year programs are considered a good alternative to their two-year counterparts. The assumption that most companies (and schools) will have is that you'd only apply to these programs if you have a minimum amount of business training and experience. Assuming that you do have this, then a one-year program is fine.
