Certain governments subsidize certain basic agricultural products in order to guarantee an adequate domestic production of them. But subsidies encourage more intensive farming, which eventually leads to soil exhaustion and drastically reduced yields.
The situation above is most nearly similar to which one of the following situations with respect to the relationship between the declared intent of a government practice and a circumstance relevant to it?

C. the question is pretty difficult. I take C only because both result in decrease in outcomes.

IMO E
The result has opposite effects of the intent. Because safer traffic laws give novice drivers the impression that it is safer to drive. The result is that more novice drivers on the road, which lead to unsafe roads.

I'll take C. Armed force must periodically fight in order to be good; this runs counter to the intent of keeping peace. The intent and the outcomes are contradictory -- as in the original stem.

Arg - A causes B. B is achieved, but undesired effect C is caused. C is not same as A.
3rd choice(C) is kind of circular reasoning, where undesired effect C is pointing back to A.
After re-reading, it seems that effect C is acting against A. In that case choice C is more appropriate.
