I am planning on applying to the following schools for round 2, do you think there is any hope, and if there is, is there any specific actions that i can take to mitigate this terrible quant score?

With your current score yoru chances at NYU Stern are almost nil. You do have a chance at the other 3 schools.
If you are at all willing to consider retaking, I would recommend it. You a strong academic record, extensive experience, and int'l exposure. You bombed the test and really have only one way to go: up. I think you have little downside and a lot of upside from taking it again.
