Two errors are being checked in the sentence. SV agreement and as/like construction. when we have 'one of the noun' + modifier construction , what is important to check is what modifier comes after the noun and what is actually modified. Usually in 'one of the plural noun' + that/which construction we need a plural verb. But in some cases where object of preposition is not being modified we may have to use singular verbs.

In this sentence......one of the factors that ' keep' should be the right usage because 'factors' is being modified. 'factors keep' is right. 'factors keeps' will be wrong.

Regarding other part, 'as it did earlier in the decade' is the right usage because like is used to compare nouns but here we are describing what noun did.( keeping the market from spiralling out of control) So its a Clause. While comparing clause you use 'as' and not 'like'.

So answer should be B

Answer: B
Strike 1 - '...one of the factors that keep...' --> eliminate A, and C
rephrase to check - many factors keep the housing market from spiraling out of control, higher interest rate is one of such factors.
Rule - subject-verb agreement should match with 'factors' --> i.e. keep.

Strike 2: use 'as' and not 'like'. Like is used to comparing similarity between two nouns. --> eliminate D

You've not posted option (E)
Any ways, OA should be (B)

Splits -
1. "that keep"/"that keeps" (since "factors" is plural we should choose "that keep", so (A), and (C) are out)
2. "as it did"/"like it did" (since we are comparing phrases, we should choose "as it did", so (D) is out)
we are left with (B)

B - that keep (factors), and AS will be needed in the clause with the verb (did)
